1. Saitama
Unlike JoJo's Bizarre Adventure: Diamond is Unbreakable or Death Note, One-Punch Man is not over yet. But the author is sure from beginning to end it feels like Saitama will not get a power-up.
In fact, it can actually be said that Saitama is the form of a character who has obtained power-ups to the highest level before the story begins. He was really like an RPG game character who had reached level 99 and acquired all the deadly skills, then started over again.

4. Sakata Gintoki
What's interesting about Sakata Gintoki is that his ridiculous nature hides the fact that he is an extraordinary swordsman. His experience in the war in the past has forged his fighting skills to the level you can see in anime and manga. Even down to the last groove now.
When Gintoki decides it's time for a joke, then get ready. From humans to even aliens can be subdued by him in a duel.
